SUMMARY

While working on the desktop with multiple open applications distributed over several desktops or even several activities, the window which should be placed in the foreground (because it is clicked or selected) goes into the background (behind another window) but it is active.
Usually a window which should be activated slides into the front, but in this case it slides behind another window.
Do I want to activate another window, same behavior. The Window which I selct, goes into the background behine another window.

To correct this for a short period of time, I open the settings.
> Window Management > Window behavior
Select the TAB "Window Actions" and change the setting in "Inactive Inner Window Actions" -> Apply and the windo Manager works for a while as it should be. 
Then I have to do the same procedure as described.
STEPS TO REPRODUCE
This Behavior appears unpredictable. Sometimes I can work for several hours, sometimes it appears several times within an hour.
