STEPS TO REPRODUCE
1. Go to export animation, follow prompts to download the ffmpeg codec plug in at evermeet.cx/ffmpeg/
2. Downloaded fmpeg-111376-g13ef5025e3.7z and opened zip file to find a single exec file titled ffmpeg
3. Excec ffmpeg file could not be opened or applied to Krita because it could not be verified.

OBSERVED RESULT

I ignored the warning and proceeded to render animation. Krita did render a Quicktime file but it was not playable.

You probably downloaded ffmpeg for Windows? In any case, this is not a place to get user support, this is a place to report actual bugs in Krita's code.
