STEPS TO REPRODUCE
1. Open for comparison some two files in Kompare
2. Resize window, so horizontal scrollbar appears
3. Try to scroll horizontal wheel (while not hovering the horizontal scrollbar)
4. Try to hold Shift and scroll vertical wheel

OBSERVED RESULT
3. Nothing happens
4. Vertical scroll happens

EXPECTED RESULT
At steps 3 and 4 the view should be scrolled horizontally.
