I would remove the difference between "program" and "window type", just "custom behavior"

So the button just says "custom window behavior"

This makes the effects easier to choose. 

Reason: you never want to edit a program, you alwas want to edit a window, may it be the main window of that program.

That's not the case; it's valid to want to apply settings to all windows of a program.
