STEPS TO REPRODUCE
1. Open Downloads from the menu 
2. Try to close it

OBSERVED RESULT
No way to close it

EXPECTED RESULT
A close button like Bookmark panel has

Also switching to anoyther tab causes the bug shown on the attachements
