STEPS TO REPRODUCE
1. Settings > Configure KTorrent
2. Check the box for "Default save location" and set a folder location
3. Check the box for "Move completed downloads" and set a folder location
4. Hit Apply
5. Hit OK

OBSERVED RESULT
Downloads are being downloaded to location prior changes

EXPECTED RESULT
Downloads are being downloaded to specified folders

I noticed that I am using a plugin that comes with the app called Syndication. The plugin has its own download location configuration that I have forgotten I had set. Please ignore this ticket.
