STEPS TO REPRODUCE
1. observe the system tray after a crash in any KDE software
2. 
3. 

OBSERVED RESULT
we can't report the crash because the drkonqi icon does not appear in the system tray

EXPECTED RESULT
drkonqi icon appears in the system tray, so we can report the crash

Operating System: KDE neon Unstable Edition
KDE Plasma Version: 5.27.80

Seems to happen for some crashes, but not others.

What does journalctl have to say when that happens?

Seems to me some of the relevant units aren't enabled.

https://invent.kde.org/plasma/drkonqi/-/merge_requests/135 should probably improve this a fair amount.
