STEPS TO REPRODUCE
1. open Window Decorations KCM
2. select Breeze window decoration and click on its button with a pencil icon
3. 

OBSERVED RESULT
a new entry labeled "Breeze - system Settings" appears in the task manager but the Breeze settings does not open

EXPECTED RESULT
Breeze settings opens
