STEPS TO REPRODUCE
1. have a top and bottom bar, with top bar selected to have no aplet icons
2.

OBSERVED RESULT
upon boot, the top bar's applet icon is displayed in the lower bar.

EXPECTED RESULT
Applet icon does not appear when selected to not appear.

Linux/KDE Plasma: Kubuntu 23.04 
(available in About System)
KDE Plasma Version: 5.27.5
KDE Frameworks Version: 5.106.0
Qt Version: 5.15.8

ADDITIONAL INFORMATION

It always appears on a fresh bootup, and the only way to make it go away is to open the edit dock dialog for the top bar, at which point it then realizes it's not supposed to appear an icon in the bottom bar, and removes it. This is reproducable every time.
