STEPS TO REPRODUCE
1.  Update kernel to 6.3.4-1
2.  The shortcut keys will stop

ADDITIONAL INFORMATION
After putting English layout into the bottom of the list -> safe -> then put English keyboard layout on the top, the problem dissapear and all previously configured shorcuts works well again

Thanks for the bug report! Unfortunately there is not enough information in here to proceed, let alone pinpoint where any bug (if any) in KDE code might be. Can you please read https://community.kde.org/Get_Involved/Issue_Reporting and add more information here, including why you think it might be a bug in any KDE software?
