STEPS TO REPRODUCE
1. right-click on desktop, hover over "Add panel" and choose "Default panel"
2. remove all pinned apps from the new panel: right-click on them and choose "Unpin from Task Manager"
3. logout and login

OBSERVED RESULT
all apps unpinned in the step  2 are pinned again

EXPECTED RESULT
the observed result should not occur

Can confirm. Perhaps the same issue as Bug 470604, or a similar root cause.
