STEPS TO REPRODUCE
1. add Memory Usage or another System Monitor widget to desktop
2. right-click on the widget added to desktop and choose "Configure <widget>..."
3. 

OBSERVED RESULT
"Appearance" section is empty as seen in the attached screenshot

EXPECTED RESULT
"Appearance" settings are visible

That's a packaging issue; moving to Neon.
