SUMMARY
Paste into Active Layer simply seems to do nothing.

STEPS TO REPRODUCE
1. Right-click copy https://krita.org/wp-content/themes/krita-org-theme/images/krita-logo.png?v2022
2. Open a new document and hit Paste into Active Layer.

OBSERVED RESULT
Nothing seems to happen. Regular paste actions do work.

EXPECTED RESULT
The image should be pasted onto the active layer.

paste into active layer only works with internal krita layers, not external clips:

Fix crash when trying to "Paste into Active Layer"

"Paste into Active Layer" is supposed to work **only** with internal
Krita layers. It cannot paste external clips. It least it is not
implemented yet.
