STEPS TO REPRODUCE
1. update latte to 10.8
2. reboot
3. 

OBSERVED RESULT

total cpu usage is jumping between 8-10%, individual cores are jumping up to 95% usage

EXPECTED RESULT

cpu usage usually sticks to .5-1% total usage.
