Steps to reproduce:

1. Install spotify from flatpak
2. Install ungoogled-chromium from flatpak
3. Launch both applications
4. make sure there is no media playing in the ungoogled-chromium browser
5. play a song in Spotify

observed result: the sound icon shows for both spotify and ungoogled-chromium and clicking the browser's icon mutes sound coming from the spotify app. in fact the icons seem to be in sync. 

no idea if this is flatpak specific.
