SUMMARY
Floating panels "unfloat" when a maximised window opens on another virtual desktop. As an example, clicking on a link e.g. in Telegram brings up a maximised Firefox window on another virtual desktop and this makes the panel unfloat on the current desktop, even though there are no maximised windows on it.

STEPS TO REPRODUCE
1. Minimise a maximised browser window on desktop 1
2. Click on a link from another, non-maximised application on desktop 2

OBSERVED RESULT
The panel unfloats, even though there are no maximised windows on desktop 2

EXPECTED RESULT
The panel remains floating.

Cannot reproduce in a Plasma 6 X11 session. Assuming it's been fixed by one of the many refactors of related things that are in progress or landed recently.
