SUMMARY

I have recently updated to this version of Kate, and I think the style has been loaded incompletely.

STEPS TO REPRODUCE
1. Install this release of Kate: kate-23.04.1-2031-windows-cl-msvc2019-x86_64.exe
2. Open Kate
3. If you are asked for a session, open one
4. See the above style problems

OBSERVED RESULT
Most what is different to old versions:
- background color of the menu bar (at the top: File, Edit, Selection ...)
- background color of tabs (file tabs and welcome tab)
- background color and style of buttons (e.g. the 4 buttons on the left of the welcome tab)
- background color of large parts of the settings window
- colors and the overall style of the menu bar menus

EXPECTED RESULT
My custom styles were being consistent with the last version I used (something 22.x.x, can check if important), I expected that to not change

SOFTWARE/OS VERSIONS
Windows: Windows 10
KDE Frameworks Version: 5.105.0
Qt Version: 5.15.9

ADDITIONAL INFORMATION
In the Kate Matrix room we figured out that the 23.04.0 release (build #2015, according to the file name) available at https://apps.kde.org/kate/ does not have this issue, but build #2027 (https://binary-factory.kde.org/job/Kate_Release_win64/2027/) of the same version on Jenkins also has this problem (only tried the "https://binary-factory.kde.org/job/Kate_Release_win64/2027/artifact/kate-23.04.0-2027-windows-cl-msvc2019-x86_64.7z" version.

Attached is a screenshot of how the problem looks like in "kate-23.04.0-2015-windows-cl-msvc2019-x86_64.exe" on the left, and how it looks like in "kate-23.04.0-2027-windows-cl-msvc2019-x86_64.7z" on the right. Build #2031 is similar to the right one.

Forgot an important detail: on the screenshot you can see a third party theme, but the same applies to the built-in Breeze Dark too.
