SUMMARY
When sending a pairing request from Windows to android, android device should show a pop-up and not only a passive notification


STEPS TO REPRODUCE
1. sending a pairing request from Windows to android

OBSERVED RESULT
Android Device only gets a passive notification, that one might miss (or think where is the pairing request)

EXPECTED RESULT
Get a pop-up requesting for the pairing, just like how it is on windows or how pairing requests work for bluetooth on android
