There are no configuration options for video recording in Spectacle settings. All Spectacle settings refer to taking screenshots.
Examples:
     - There is no "Start a video recording" option for "When launching Spectacle".
     - There are no shortcuts that can be configured to start/stop a video recording.
     - (Important) No options to change video encoding, no option to toggle hardware acceleration at all. 
**This causes high CPU usage during recording. My system slowed to a halt once when I started a video recording**

(Wishlist) Add a "rectangular region" video recording option.

STEPS TO REPRODUCE
1. Open Spectacle configuration page.

OBSERVED RESULT
- No options to configure video recording functionality.
- No options to set shortcuts for video recording functionality.

EXPECTED RESULT
- General configurability for video recording functionality.

It should also adhere the set save location for screenshot as set in the application, so that I don't clutter my home directory.

It seems this is already fixed in the upcoming 24.02 release.
