This issue may be caused by the bug reported here https://bugs.launchpad.net/ubuntu/+source/kwin/+bug/2018671 Lets assume it's that mesa issue if there's no information otherwise. It was a MESA problem as it's been fixed since MESA was upgraded from version 22.2.5 to 23.0.4 in August. Created attachment 162091 [details]

After many weeks of problem-free running of Kubuntu 23.04, I just experienced the same symptoms that I'd previously experienced with Kubuntu 22.04 LTS, that is, parts of the screen don't update correctly and don't respond to the mouse.
I've attached an example photo (because I couldn't take a screenshot).
This happened on the following machine running MESA 23.0.4:
