STEPS TO REPRODUCE
1. Right click on the panel, click on "start configuration mode"
2. Right click again on the panel, click on "start configuration mode"

OBSERVED RESULT
Step 1) works as expected. Step 2) simply hides the bar to shift the panel or change its height.

EXPECTED RESULT
The context menu changes to "exit configuration mode"

Addition to EXPECTED RESULT: ... and really exits the mode.
