Desktop "right click" menu has two inconsistencies. 
1. Not all icons are monochrome. "Configure Desktop and Wallpapers..." and "Configure Display Settings..." are using colored icons instead. Same things applies to those entries under "Create New". 
2. "Configure Desktop and Wallpapers..." and "Configure Display Settings..." seem to have three additional dots "..." at the end.

ADDITIONAL INFORMATION
Same inconsistencies happen to occur when you switch to another theme like Arc. This suggests that it is not only related with Breeze.

In fact none of these inconsistencies are actually inconsistencies. :) Or rather, they're intentional design choices.

The two items with ellipses and colorful icons are intentional because they open standalone config windows that their own icons.

The file type with a colorful icon is something that's caused by your icon theme.

The two items with ellipses at the end have ellipses because it's convention to use ellipses for actions that don't fully complete when activated because they require further user action afterwards.
