SUMMARY
When editing it can happen pretty often that one likes to change text after doing something else to an image. But currently this is really a PITA so that one should add text to images after doing everything else... And even then it might be hard if multiple texts are involved or if one forgot something and has to delete the texts again just to re-add the same texts later...
Thus it would be good if users could enable one layer (or multiple layers) for text that are just on top of the image (until general layer support is a thing). Text layers should enable editing texts at any point.

PS: There is https://bugs.kde.org/show_bug.cgi?id=86509 for layers in general but it doesn't talk about texts.
