Krunner is displayed but also the menu

When I open any app in full screen (Sublime Text, Dolphin, ...) with F11 or forcing it, and then open Krunner (Alt + Space) Krunner appears but also the bottom menu of applications.

Attached is an animated gif that I've made where you can see what happens.

Can confirm, but this may actually be intentional, to preserve a GUI method of accessing the Panel from a full screen app.

I'd say that this is a fully expected behavior that if you use the Meta key to show kickoff, the Panel it lives on should also become visible. But I can see a case being made for it seeming awkward for the panel to become visible when you activate KRunner, which has nothing to do with that Panel.
