all tools and brushes display an additional circle, while the brushes slow down
when choosing a brush or any other tool, a frame in the form of a circle appears around them, on top of the shape of the tool, the brushes slow down.

You have two features enabled that make the brushes look slower:
1) You have "Dyna Brush" selected, which is explicitly slowed-down. Just select normal "Freehand Brush" tool (or press 'B' key).
2) The circle around the brush means that you have "Brush Stabilizer" activated, which explicitly delays the brush. To disable it:
1) Activate "Freehand Brush" tool
2) Select "Tool Options" docker
3) Select "Basic Smoothing" option instead of "Stabilizer".
