SUMMARY
When the cursor is not moving over a fullscreen window it is drawn very small, if the display scale is less than 150% 
While moving the cursor, it is drawn at its normal size instead.
This does not happen over fullscreen XWayland windows.

STEPS TO REPRODUCE
1. Set 125% display scaling
2. Fullscreen a video player in Firefox

OBSERVED RESULT
Tiny cursor

EXPECTED RESULT
Normal cursor

What GPU are you using?

AMD, but i cannot reproduce anymore in 5.27.10
