Krunner is not listed as an app in this bug tracker.

STEPS TO REPRODUCE
1. Go to bugs.kde.org
2. Click 'File a bug'.
3. Select "Applications".
4. Try to locate krunner.

It's not there.

From the user perspective, KRunner is a component of Plasma, not an application you manually launch and quit with windows, menus, etc. So it's listed in the Plasma group.
