SUMMARY
System has two screens - primary (external monitor) and secondary (built-in, laptop). I re-arrange them inside "Display Configuration" and save changes. Whenever "Extend to ..." option is used, position of secondary smaller screen gets reset to default one.

STEPS TO REPRODUCE
1. Inside "Display Configuration" re-arrange screen position and save changes  (move smaller screen to bottom)
2. Disable secondary (built-in) screen: Meta+P > "Switch to external screen" (primary one)
3. Use "Extend to left" option

OBSERVED RESULT
