This seems correct to me. Once it's full, it's full, and only when a new app is launched does it need to switch to the multi-row representation. Can you help me understand why this behavior doesn't make sense to you?

It does not show all opened apps until I add more than enough to fill one row. It is tricky and for some app this works and for other there is no bug. Sometimes closing app causes other apps to show on the taskbar.
