SUMMARY
When being logged in as systemd-homed user, one is not able to share folders. While the tab appears in the properties window of a folder, the window remains empty and doesn't show any information.
The terminal logs the following error:
PermissionsHelper::reload() failed: current user is null
qrc:/org.kde.filesharing.samba/qml/main.qml:39: TypeError: Cannot read property 'inSamba' of null

When using a non-systemd-homed user, it works as expected.

STEPS TO REPRODUCE
1.  create systemd-homed user
2. log in with it
3. try to share a folder with dolphin

OBSERVED RESULT
The share tab is empty

EXPECTED RESULT
the share tab offers options to share the folder
