STEPS TO REPRODUCE
1. Set panel to windows can cover.
2. Open any application maximised.
3. If you hover mouse cursor close to area of the panel
4. If you hover mouse cursor on any area of the panel without any icons or widgets, an additional line is visible.
5. Additionally wait for a minute or so with a maximised application.

OBSERVED RESULT
Following up with my previous bug report 465829, which is duplicate of 464526.
5.27.2 has greatly resolved the issue. The flickering/persisting line is not as obvious anymore, I think my case might be one of those rare edge cases where this issue is persisting.
My screen resolution is 2256x1504 (3:2) @ 150% scaling on wayland.
