SUMMARY
After installing kdiff3 using the 1.10.0 kdiff3 installer (https://download.kde.org/stable/kdiff3/kdiff3-1.10.0-windows-cl-64.exe.mirrorlist) on Windows 10, kdiff3 reports the version as "kdiff3 1.9.70 (64 bit)".


STEPS TO REPRODUCE
1. Download and install kdiff3 
2. Run kdiff3, go to Help>About KDiff3
-OR- run the kdiff3.exe at the command line with flag --version (e.g. C:\Program Files\KDiff3\bin\kdiff3.exe --version)

OBSERVED RESULT
The version reported is 1.9.70 (64 bit)

EXPECTED RESULT
The version reported matches the version in the installer name, in this case 1.10.0 (64 bit).

SOFTWARE/OS VERSIONS
Windows 10: 22H2 build 19045.2486

According to the same About KDiff3 dialog (idk if this is what's relevant or if it can be trusted):
