SUMMARY

STEPS TO REPRODUCE
1.  open a project terminal, it starts correctly at the root of the project
2.  click ctrl + Shift + t to open a new terminal tab

OBSERVED RESULT

Only the first terminal starts at the root of the project, all the new ones start at ~

EXPECTED RESULT

It should start at project root
