SUMMARY

libkscreen in 'Plasma 5.27.0 Complete Changelog' lists:

Add zsh completions (compdef) for kscreen-doctor.  

STEPS TO REPRODUCE
0. Install kde neon with latest Plasma 5.27
1.  start zsh:   type kscreen-doctor<tab><tab> # no completion info
2. dpkg -L libkf5kscreen-bin  # contain kscreen-doctor but no zsch completion

OBSERVED RESULT
no working completion

EXPECTED RESULT

Top-notch context-aware completions for kscreen-doctor with fine-grained
tags, descriptions and dynamic selection of outputs and their available
modes. In the output completion menu it displays status of outputs and
sorts enabled ones first. In the modes selection it brings current mode
to the top (if any), then lists output's preferred ones, all marked
accordingly, and finally dumps all other available modes. All modes are
pretty-formatted to be nicely aligned and easily distinguishable while
inserting correct compact mode ID upon completion.

moved to runtime libkscreen-bin, will be available in next snapshot as part of plasma 5.27.1

Thank you for your bug report! 
However this bug report was created/provided previous to 01/01/2023 and also has not received any updates since  before 01/01/2025. 
Unfortunately KDE neon no longer provides updates for anything older than noble 24.04 based edition's.
Please upgrade to KDE neon noble and if you can reproduce the issue after upgrading to an active version, feel free to re-open this bug report.

KDE neon user (noble): Still the same Problem in 6 as was in 5:   the package that contains kscreen-doctor does not contain the zsh completion for the kscreen-doctor.
Please move  from -dev to -bin

--> dpkg -S kscreen-doctor            
libkf6screen-bin: /usr/bin/kscreen-doctor

--> apt-file search site-functions/_kscreen-doctor
libkf5screen-bin: /usr/share/zsh/site-functions/_kscreen-doctor
libkf6screen-dev: /usr/share/zsh/site-functions/_kscreen-doctor
