With zero tasks, "All Tasks" page has a "+ Create" button at center. Clicking that does not open the "Add Task" window. 

STEPS TO REPRODUCE
1. Clear all tasks. 
2. Click on "+ Create" button at center of "All Tasks" page

OBSERVED RESULT
No window opens. 

EXPECTED RESULT
"Add Task" window should open.
