Progress bar stays at 0% following "Scan collection for faces" with "skip images ..." selected

STEPS TO REPRODUCE
1. Click on Scan Collection for faces

OBSERVED RESULT
Progress stays at 0%. Faces scanning greyed out.

EXPECTED RESULT
Progress bar activity
