SUMMARY
In Wayland session, blender cursor doesn't change cursor icon while dragging the inner window.
But it works in X11.

STEPS TO REPRODUCE
1. Open blender
2. Go to the timeline borderline
3. Try to drag it

Not a Plasma issue; either a KWin issue or a Blender issue. Moving to KWin to start with.

Works fine on my machine, blender 3.4.1 and plasma 5.27. Can you check whether it's reproducible with latest software?

Doesn't work with my setup. In wayland
Same as shown in the video above.

Seems to be issue with the configuration file with my current user.
I created a new user session and tested blender, it seems to be working.
