STEPS TO REPRODUCE
1. Open any app on desktop
2. cleared cache
3. 

OBSERVED RESULT No bouncing Launch Feedback not working.

Your issue is caused by compositing being disabled. You can re-enable it in the settings or by pressing shift+alt+f12

Thanks but note this should in my opinion, that it would be in mouse 
setting, no problem if one knows where to look.

Anyway keep up the good work.
