STEPS TO REPRODUCE
1. Set System Settings > Window Management > Window Behavior > Advanced > Virtual desktop behavior to "Switch to that virtual desktop"
2. Activate window that's in another virtual desktop e.g open firefox on virtual desktop 1 and open up a web link from virtual desktop 2

OBSERVED RESULT
KWin brings the application to the current virtual desktop

EXPECTED RESULT
KWin should switch to the application's virtual desktop
