SUMMARY
Some KDE Applications have missing letters and symbols.

Affected applications:
- KWeather
- Neochat
potencially more

STEPS TO REPRODUCE
1. Open App.
2. See missing letters etc.

OBSERVED RESULT
Missing letters.

EXPECTED RESULT
Letters should be displayed correctly.

SOFTWARE/OS VERSIONS
Recent (2023-01-24) and the release before that was also affected (IIRC).

The site recommends opening bugs here.
Also it does not seem to allow opening general bugs, just bugs within each project.
But I will report it this time for some projects.
