I have 1 main monitor ASUS XG32VQR connected via DP. I occasionally connect an OLED LG TV (OLED65C7) via HDMI. Irrespective of whether I set the TV as primary or not, the right click context menus on both the panel as well as the desktop disappear when expanding a submenu (see video for details).

The Monitor is running at native resolution (@1440p) at 144 Hz, no scaling, no overscan.
The TV is running at 4096x2160(256:135), 60hz and 225% scaling (no overscan).

This is on Wayland - I haven't tried X11 yet.

this issue does not occur on X11.

only occurs on the TV monitor if the scale is set to greater than 100%; does not occur on the ASUS monitor no matter what scale is set.
