SUMMARY
First tried to download flat-pack back-end for Linux - didn't work; then tried to download discover itself - didn't work.


STEPS TO REPRODUCE
1. Go to KDE apps page 
2. Get to Discover download button
3. Click the button - nothing happens.
4. Nothing my dist either

If your package manager app or command line tool doesn't work either, this suggests that something on your system is deeply misconfigured, and I would recommend that you follow up about it in a distro-specific forum.
