In the collection settings,

STEPS TO REPRODUCE
1. Chose a new collection,
2. Declare folders to ignore,
3. Select "OK"

OBSERVED RESULT
The collection includes the ignored folder.

The album location is on a NAS (network share)

This function is only for individual folder names, not paths. If you enter a folder e.g. "Images-Test" then all folders with this name and subfolders in your collections will be removed.
