The annoyance seems to be triggered from every submenu. Pressing ctrl+f visually looks like it focuses the search component (top right), with the blinking cursor and everything. But typing does not work. The element needs to be clicked.

STEPS TO REPRODUCE
1. Open system settings in any modue
2. Press ctrl + f, the visual effect of focusing the search bar appears
3. Try typing

OBSERVED RESULT

Nothing is being typed.

EXPECTED RESULT

Search works as if clicked.

When you say "from every submenu", do you mean every page in System Settings that has a search field on it?

After further testing, it's only menus that have only 1 search menu. Pages such as Plasma Style under appearance, that have 2 search bars do not have the effect of the search bar being focused. Nothing happens when you Ctrl+F there, not sure if that's intentional.

Plasma Style doesn't have two search fields, only one. Can you clarify?

I worded it awkwardly, one search field is for the plasma style, the other is the root search.

This looks like a duplicate of bug 438689. More discussion here, though more focused reproduction step in the other (older) one. Comment #3 here also talks about two search fields in the same window with both the same shortcut (Ctrl+F), which the other bug doesn't touch upon. Not sure what to close and what to keep.
Comment 7 Nate Graham 2023-02-13 17:54:02 UTC
Hmm, maybe. This bug is about the search field on the KCM's own page not working properly, while Bug 438689 is about the one in the sidebar not working properly.

It's possible both issues have the same root cause, but some investigation will be needed to determine that for sure.

This bug is marked as "see also". Isn't this rather a duplicate of #438689 and vice versa?

Sorry, I didn't read that comment above before.

ctrl+f does not focus any search field in System Settings. Nothing happens after pressing this shortcut.

Operating System: KDE neon Unstable Edition
KDE Plasma Version: 5.81.0
KDE Frameworks Version: 5.245.0
Qt Version: 6.6.0
Graphics Platform: X11

My mistake. ctrl+f focus the main search field when pressed by the first time after opening System Settings.
But it never works with KCMs like Shortcuts and Desktop Effects.

If you press Ctrl+F the searchbar will focus but no text will be entered. *However* if you click somewhere inside of the submenu, even right-click, then you will be able to enter text.

If you tab into an item on the submenu, and then Ctrl+F to search, it will work correctly. But if you then right click somewhere on the left pane, and Ctrl+F, then no text will be entered.

Perhaps this is an issue to do with the pane that displays the submenu contents not being focused correctly?
