All KDE projects are compiled in the same way; see https://community.kde.org/Get_Involved/development. If you just want to install the Breeze Icon theme, the sanest way would be to use your distro's package manager to install the package for it. I don't know what its name would be on Linux Mint, or if it's packaged there. The actual icons live here: https://invent.kde.org/frameworks/breeze-icons |
