SUMMARY

I cannot change screen brightness - it shows OSD 20 or 30% but the is no effect in changing brightness with keys or using slider in systray.

Without the details it's just a guess, but is there a chance that this is the problem you face with: https://forums.developer.nvidia.com/t/brightness-on-a-lenovo-thinkpad-p52-no-longer-controllable-after-updating-nvidia-drivers-to-525-xx-series/236008?

If so, it's not related to KDE at all

Is this still an issue for you with an up to date system running Plasma 6.3.2 or later?
