STEPS TO REPRODUCE
1. Open System Settings
2. Make sure in Sidebar View
3. Click in search box (or press Ctrl+F) and type anything
4. Hover the mouse over the "clear search" button (the X in an arrow)

OBSERVED RESULT
An empty tooltip appears, i.e. a thin rectangle.

EXPECTED RESULT
A tooltip appears that says "Clear search" or similar.

Also affects Info Centre, System Monitor, Emoji Selector, Discover, ... and probably others

Cannot reproduce with current git master in any of those apps. Must have been fixed recently.
