Actually, two issues that look related: 1. Maliit used to work as it should in 20.04, but now refuses to open when a text input is selected. 2. When I click the Input methods button in the system tray, Maliit opens. But it won't react on focus changes, and once I close it by "swiping it down", it no longer opens.
