SUMMARY
In the panel options, there's a button for setting a "shortcut", but there's no explanation for what the shortcut does. The only way to find out is to set a keybind and try it out.

At the moment this doesn't work since the shortcut is broken (bug 455398), so actually the only way to know what "shortcut" means is by searching the KDE bugzilla.
