STEPS TO REPRODUCE
1. Run Kate
2. Hover over the various items in the Status bar, e.g. 1:1, INSERT, UTF-8, Normal and, to a lesser extent, Output, LSP etc.

OBSERVED RESULT
No tooltips.

EXPECTED RESULT
Tooltips explaining what those items mean, or what will happen when you click them.

That is intentional, we had that in the past, people complaint that would distract too much and I agree, see e.g.

Hmm, OK, although it'd be nice if this went through a proper usability evaluation.
